19th Street Reconstruction Project
- When: Monday, April 1, 2019 - Thursday, October 31, 2019
- Where: 19th Street, from Central to Cleveland
This summer the Holland Board of Public Works will be reconstructing 19th Street between Central and Cleveland Avenues, as well as Cleveland Avenue between 17th & 19th Streets. Reconstruction will include installation of new sanitary sewer mains, water mains, storm sewer work, concrete sidewalk, concrete drive approaches, curbing and restoration of blacktop pavement.

Work will be done in 3 phases
- Phase 1a – Cleveland Ave; 17th – 19th St and 19th St; Cleveland-VanRaalte Ave. Phase 1a dates are tentatively set at April 1 – June 6, 2019.
- Phase 1b – 19th St between VanRaalte & Washington Ave. Work will not begin on Phase 1b until after the completion of the school year.
- Phase 2 – 19th St between Central & Washington Ave
All dates are weather dependent and may be altered due to inclement weather, underground conditions found upon excavations, or other unforeseen circumstances.
Replace most sidewalk, driveway approaches (sidewalk to street), curb and road pavement.
Replace water main, sanitary sewer, and storm sewer.
Replace sanitary service lines to the sidewalk.
Replace galvanized steel water services to the meter inside home.
Information for Residents
Residents will generally have daily access to homes, except during immediate construction at home, including curing of concrete and paving.
Water shut offs are necessary for construction activities. Shutoffs will be shared with customers by orange door hangers with times of shut downs, a minimum of 24 hours in advance unless caused by an emergency.
Trash cans should be labeled with the house number, usually with tape. Trash pickup should continue as normal. The contractor may have to move trash cans.
Now is a good time to replace the remaining portion of the sanitary service lines if the line is in need of replacement. The City of Holland has a Home Repair program that residents might find helpful. [Learn More]
Footing drain sump pumps should be connected to the storm sewer. Now is a good time to connect these to the storm sewer. Please let project staff know if we need to accommodate your home.
The Contractor (Milbocker) will setup and maintain all barricades, signs and warning devices as deemed necessary to assure public safety. Contractor must follow guidelines for road closures or lane closures as set forth in the Michigan Manual of Uniform Traffic Devices.

19th Street Project Updates
July 2, 2019 Update
Beginning on Monday, July 8, 2019, VanRaalte Avenue will be closed to all traffic. Contractor's will be pulverizing the pavement and installing underground utilities. Work is anticipated to complete, and road open to traffic, by July 31, 2019.
The closure of VanRaalte Avenue will impact traffic. Motorists should adjust their travel times and must follow the posted detour.
Washington will remain open during this time.
June 4, 2019 Update
- Paving will begin on Cleveland, and also 19th from Cleveland to Van Raalte, approximately 6/6/2019, pending weather or other construction delays.
- River Ave. will be reduced to one lane in each direction near 19th St, beginning sometime the week of 6/10/2019.
- The remainder of the project (Van Raalte to Maple) will have asphalt removed/pulverized after the 4th of July weekend. The Washington intersection pavement will stay intact/open approximately one week longer until underground construction necessitates removing the asphalt in the intersection.
May 30, 2019 Update
Effective beginning Saturday, June 1st, the project will transition to the next phase of construction, installation of a new watermain. This will require the total closure of Pine Avenue at 19th Street. Residents will be contacted by Holland BPW as to their access to their homes. May 15, 2019 Update
Holland BPW thanks you for your patience while we continue to make important infrastructure improvements in our community!
Phase 2 (Central to Washington) has started with asphalt milling. No street parking will be available during the construction. On May 20, 2019, digging and pipe work will begin. Paving is scheduled for May 31, 2019. Our plans are contingent on the weather.
We plan to work on Saturday, May 18, 2019. We are not currently scheduled to work on the holiday weekend or Memorial Day, Monday May 27th.
May 8, 2019 Update
Phase 2 is scheduled for asphalt milling on May 15th. Work will start at Central and progess towards Washington. Phase 2 is slated to wrap up around Labor Day.
Phase 1B is scheduled for asphalt milling after school is on summer break, June 6th. Phase 1B is slated to be wrapping up around Labor Day.
May 7, 2019
Beginning May 13, 2019, 19th Street will be closed to through traffic from Maple Ave. to Central Ave. The intersections of Maple Ave. and Pine Ave. will remain open as long as possible before utilities cross those intersections.
Lane closures and traffic shifts on River Ave. are tentatively scheduled to start May 24th.
April 15, 2019
Cleveland Avenue remains closed for water main work. Motorists have been managing the 17th Street detour with no delays. Phase 1a Removals have been done to approaches, curbing, and sidewalk with some water main work started as well.
Residents with joint sewer services have been sent letters advising them that those services must be separated during the project. Dewatering operations are being scheduled. This operation will cause a bit of noise due to the pumps. HPD has been notified of potential complaint calls related to this pumping operation. Every effort will be made to muffle that noise as much as possible. Holland BPW & City appreciate residents' patience during this pumping operation.
April 3, 2019
Monday 4/8 Milbocker will be temporarily closing the south lane in 16th at Cleveland in order to excavate to the force main connection. The original tapping valve is not accessible and we will need to close the valve to complete the 19th St Project.
The expected closure is for the morning. Milbocker will use the traffic control supplies for 19th to close the south lane in 16th from Ottawa to Cleveland.
March 29, 2019
Phase 1a will begin Monday, April 1, 2019 with tree removals. Road will remain open during tree removals but parking will be prohibited where tree work is occurring. Road closures will go into effect on April 10, 2019 - Cleveland from 17th - 19th (this will include the closure of the intersection of 17th & Cleveland-Motorists must seek an alternate route) as well as 19th St; Cleveland to VanRaalte Avenue.
Maintenence: Water Main Flushing 2019
2019 Water Main (Hydrant) Flusing Program Begins June 10th.
To improve water quality and minimize discoloration, Holland Board of Public Works water mains are comprehensively flushed by a technique known as unidirectional flushing. The procedure is performed in warm-weather months and involves the systematic opening and closing of hydrants, one section of main at a time, to force the water through the pipes at high velocity, removing accumulated mineral sediment until the water is clear.
