The Holland Board of Public Works (BPW) is seeking proposals from interested firms to perform professional engineering, bid phase and construction observation services for the design and constructionof an anaerobic digester at the Holland Area Water Reclamation Facility.
Two separate proposals are required to be submitted that include Part I: Qualifications and Project Approach Proposal and Part II: Cost Proposal.
A two-step process will be used for evaluating the proposals submitted for this request for proposal. The first part will include an evaluation of all Part I received proposals based on the firms’ similar size and type of project experience, expertise of the proposed team, technical expertise and proposed project approach.
Part II: Cost Proposals shall be submitted as a separate sealed hard copy and the Cost Proposals received from the three (at a minimum) highest evaluated firms will be opened to complete Part II of the evaluation. The remaining Cost Proposals will remain sealed and be returned unopened to their respective firms. The BPW may also interview and/or hold discussions with some of the higher evaluated firms to better assess the top firms. Consultants are informed that an interview or discussion on your Qualifications and Project Approach Proposal does not guarantee that your firm will be included in Part II of the evaluation process.
