Help Paying My Bill

If you have trouble paying your bill, there are programs to help. Holland BPW will do everything we can to help prevent the shut-off of your utility service. If you anticipate that you will have trouble paying your bill, please let us know before your bill is due.

We offer flexible payment plans to:

  • Eligible low-income customers
  • Families with active members in the U.S. military
  • Seniors age 65 and older

Types of Assistance from Holland BPW

Promise Funds

Promise Funds is a new energy assistance program administered by Holland BPW to provide customers in need with funds for electric and heating fuel bills. This income-qualified program allows eligible customers to reserve up to $500 for electric bills and $500 for heating fuel bills such as natural gas, propane, wood or oil.

Winter Shut-off Protection and Payment Plans

Customers who are eligible for Medicaid, Food Stamps/WIC, assistance from a State emergency relief program, or who are at least 65 years old qualify for Holland BPW's Winter Protection Plan. The Winter Protection Plan prevents shut off of your electricity during the heating season (November 1 - March 31). Depending on the current status of your account and your eligibility in the Winter Shut-off Protection and Payment Plan, you will be enrolled in one of the following payment plans.

  1. Temporary Reduced Payments: During the heating season from November 1 to March 31, your monthly bill will be 7% of your estimated annual bill. This payment plan will end on April 1st following the heating season, and any usage accrued over the agreed upon temporary payment amounts paid will be due.
  2. Other Payment Plan: Any other mutually agreed upon payment plan by you and the Holland Board of Public Works. To qualify for this option, you must also show within 14 days of this application that you have applied for state or federal heating assistance.

Failing to comply with the terms and conditions of either of these two Winter Shut-off Protection and Payment Plan options will result in a shut-off of service*.

* Customers aged 65 years or older automatically qualify for Winter Shut-off Protection for the heating season (November 1 to March 31) and cannot be shut off during that period, regardless of account status.

Community Action House

Community Action House offers many beneficial services and administers Holland BPW’s EmPOWER Program. EmPOWER provides utility grants for our customers who might not otherwise qualify for agency assistance. The program is funded by voluntary donations from our customers, community and staff.
